If the call is on a phone that is being used as a Remote Agent, it is likely in a meetme room. This opens up some possibilities.
If flash does not work, it is often simpler to tell the other agent to dial the conference number. 8600051 for instance. Also test with 0 or 6 preceding the number for silent entry. It does, however, require knowing the conference number!
